A Master’s degree in Finance, Accounting, Economics, Business or Public Administration or other relevant field may be substituted for experience.

Notes to Applicants The FINANCIAL ANALYST II position provides leadership, work assignments, evaluation, training and guidance to staff throughout the Library system for cash receipt processing. Budgeting and fiscal management support is provided by this position for all Library revenues, as well as Special Revenue Fund activities. Additional responsibilities include ProCard Liaison tasks.
Candidates selected for interview will be required to complete a skills assessment.

Pay Range $ 28.71 – $ 35.88 per hour
Hours Monday-Friday; 8:00 a.m. to 5:00 p.m.
Limited teleworking and alternative work schedules may be available.
Schedule may change based on business needs. Demonstrated experience with cash handling and bank statement reconciliations.
Demonstrated experience analyzing and interpreting financial records for Cash Receipts and Accounts Receivable.
Demonstrated experience developing and monitoring budgets for revenues and expenditures.
Demonstrated experience with credit card administration.
Demonstrated experience monitoring and reviewing financial activity to ensure compliance with policies, procedures, and generally accepted accounting principles.
Demonstrated experience in municipal or governmental accounting.
Demonstrated experience developing and analyzing financial reports for senior management.
Experience with the City’s Financial systems including AIMS , eCOMBS, eCAPRI, and/or MicroStrategy.
Demonstrated advanced knowledge of Microsoft Excel.
Duties, Functions and Responsibilities Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Prepares financial analysis, periodic and ad-hoc reports by researching, compiling, monitoring, and summarizing current and historical financial information and data, reporting on variances and trends, and compiling financial information from various financial systems.
Monitors and analyzes expenses and activities and identifies and solves potential or existing problems.
Prepares work for processing by gathering and sorting documents and related information; verifying correct funding.
Monitors and provides assistance with components of the annual operating budget, forecast, estimates, business plan, performance measures and satisfaction surveys.
Assures compliance with conditions of grant by monitoring and analyzing Interlocal agreements, contracts, grants and subcontract expenses and activities; ensuring compliance with federal and local laws. Prepares and submits grant reporting.
Prepares/approves accounting and financial transactions by verifying documentation and accurately completing transactions.
Reviews documentation and funding information for accuracy and ensures that transactions are processed in accordance with city policy, applicable laws and regulations, and sound business practices.
Assists departments and other customers by providing procedural and financial information and guidance with financial systems.
Researches and provides information requested by City Council, City management, boards and commissions, vendors, the public, regulatory agencies and other City offices.
Maintains computer spreadsheets and databases to support project data analysis and financial reporting.
Monitors and analyzes revenue by researching, compiling, reviewing accounts and summarizing current and historical data.
